I would recommend you to call Canadian Consulate in Buffalo to make sure whether you can sponsor your spouse when you are living outside of Canada. BTW, I heard from my friend that it may take a couple of months (7-9 months) to get sponsorship approved.

I am not sure current process time for skilled worker. Our case was 5 years ago. At that time, we hired lawyer but it took only a couple of months.
