Labor Substitute before Oct.1?

Wondering is it still possible to do Labor Substitution and submit I140 and 485 before Oct.1?
I am in H1 in Company A, Company B has approved Labor (EB2), is it still possible to do Labor Sub from Company B?

How about the LC substition within the same company, possible? Thanks a Ton!
