Tijuana or Matamoros?

Hi, I have a question. The waiting time for processing visa applications for TJ is 2 days,but for Matamoros is about 15 days. Does this mean that there is a higher chance of getting visas such as H-1B in TJ? Does anyone know what is it like in TJ or Matamoros? I am planning to go back to China and want to make appointments in either of these two places. Thanks.
