the cutoff date is the date they published
on the VISA Bullutin which is MAY 2000.

So if you have not filed your 485, file it NOW.
Do it today, tonight!!!

After Oct 1, you can not file 485 until

your 140 filing date before the date on VISA Bullutin,

that is what regression mean!!!
