help my RFE in NSC

So many people got their approval after response of RFE. I do not get any news after I send my response for RFE to USCIS almost 4 weeks. Is this normal?
My LUD do not change, I do not know the officer receive my response.

LUD do not change, what does this mean? Could anybody share his experience?
