J-1 waiver receipt from USCIS?

Hi,
Did Anybody receive the J-1 waiver receipt from USCIS recently? My recommendation letter was sent out to USCIS on midlle of August from DOS. But till now i have not received the receipt from USCIS. Does anyboby know normally how long it will take? I am in California.
