need help for my friend

My friend asked me some question I don't know. I come here to see if someone can help her.

She got her first green card interviev based on marriage. The immigration officer asked her to paid some fine because she's out of status. And told her that her name check is still pending. Then ask her to pay for the fine first and she has to come to the second interview. Is that normal. What is the chance that she can get her green card.
