NIW & faculty

Just recieved a letter from a university that I applied for a faculty position
last year. They informed me the position was not filled, and "If you would
like to re-apply for the position you may do so". Can I use this letter for my
NIW petition showing laber certification petition may adversely affect the
national interest?
