是不是有一个规定: 在来美后第8年(作为F-1学生)必须要file an application for extention of stay on a form I-538 with university ISO and Immigration and Naturalization Services district office?

我的问题是(1)我是不是必需填此表(I-538)?
(2)如果是,我没有在第8年及时填,现在有问题吗? 能否补填而不会有严重后果?
