H1-B trouble further details

regarding to hairong's delivery question posted on 8/31/05, I tracked the package on USPS website. The application did arrive on 8/02. I sent out on 8/01 by 24hours express service, BTW. The mail was signed by the same person who sent me the rejection letter. I was wondering, is the same person who works at front desk and also works in center director office? Since his title shows as a center director on the rejection letter. Obviously, I think it's the UCSIC's service problem. How can I deal with it? Thanks for your any suggestion!
