my h1 application

i was hired by a college 5 months ago. and then i urged the college lawyer to send my petition. but she said she is busy and h1 policy is changing blah, blah, blah. and she also said you need not to worry, it is my problem. I will use premium processing if no time left.
now, class will begin this Tuesday, but the petition was just been sent(on 8/26). This means I can't work on the first week at least. the chairman of my department said the lawyer messed up the files. I am really angry with this lawyer. and also
i m worring that she destroyed my h1 application.
who has the same experience as me? what can i do except for waiting?
