You can apply for AP when you file you 140 and 485. So, if your green card application is employment based, you have to wait till you get you LC first, which takes about 1.5 -2.0 years, then you can file your 140 and 485, and apply for AP.

Otherwise, for an urgent trip, you have to reapply H1 somewhere outside of US.
