what is wrong?

My Dad's visa was refused again yesterday in Guangzhou.
The visa officer didn't recevied the materials of my dad. Just asked "where are your son?" ,"in New jersey".
then the officer pressed a bell, said"OK!",continue asked "where are you working?","Mei Zhou in Guandong".
he pressed a bell again. then refused my dad. I don't know what is wrong?who can tell me what the bell is?
