degree in China for I-140

I got my PhD in USA, my bachelor and master in China. And I had my bachelor and master degree notarized by official notary in China. is it OK if I submit the notary of my bachelor and master degrees together with the PhD degree certificate? And is it necessary at all to submit my bachelor and mater if I have a US PhD?
