Thanks a lot for help!
My mom went back to China in Sept 2002. She applied in Spet 2003 with my brother in Guangzhou and December 2003 by herself in Shanghai, rejected twice. So I think maybe she should wait till sometime in 2004. Accoriding to your suggestion, the new quota will come in at the beginning of 2004, however, in my mom's case, since she just got rejected couple of days ago, if she reapplied again in the beginning of 2004. Would it be too soon?
