Who ever saw this?

I try to make an apointment with local imm office via infopass but get the following information:

"At this time, there are no information appointments available for the office in your area. Please try back again later. "

Is it usual? My understanding is that appiontments should always be available because they may allow me to select schedule. Does it mean this office is not for appointment? thanks for any sugestions.
