My master degree was from China, I have notary certificate with tanslation in English for it; My PhD degree was from a non-English spoken third country, I had one of my colleague translated into English.

I filed these documents without any degree evaluation in this country. I filed I-140 and I-485 concurrently by myself, all were approved in 100 days.

These are the truth of my cases, it worked for me. But you may verify the policy to see if the USCIS require evaluation. I didn't see this requirement when I was preparing my files.
