$1500 filling fee exemption

hi, Everyone,
I found in I129 H1B Data collection supplement says that My orginal employer who paid $1000 two years ago can be exempted from $1500 which is for my second term of H1B, is that correct?

Is this the second or subsequent request for a extension of stay that you have filed for this alien?

If Yes, I only pay $185 for H1B Form I129 petition

IF I got Master Degree or higher degree in USA, Do I get exempted too??
