Please inputs of J1 for GC

Hi friends,

Could you give some advice/suggestions about J1 starting application for GC if it is subject to the 2-year limitation ? When is it the right time ? Can he or she do this in the first year, for instance starting 140 and waiting for the waiver ? Your great inputs are highly appreciated !
