Job-order advertisement

The lawyers always say The department of Labor (DOL) requires that employer must put their advertisement of hiring a new employee on DOL website at least 30 days before applying for H1B visa. But I found some application got approved just around 15 days. I got confused. Does someone explain about some law rules and regulations of job-order advertisement.
