急问:可以在加拿大入境处申请旅游签证吗?

在旅游签证申请网页上看到:

Note: If you are from the U.S.A., Greenland, or St. Pierre and Miquelon, you can apply at a Canadian Port of Entry.

我持美国F1身份,到加拿大旅游,可以在入境加拿大时办签证吗?还是必须先寄申请到加拿大驻美国签证处?多谢指点!!!
