Which center to File NIW?

Hi, please help:
I am working in a company under Nebraska service center, and our company also has branches in California. I heard that NSC is very picky at NIW cases, so I was wondering may I submit my NIW to CSC even if physically I am in NSC? Or, anyone has any idea of how to handling this?
