Who work under EAD can apply?

Does any body know Who work under EAD can apply for green card?
story is:
couple A and B applied i140 and i 485 in 2004 under name of A with approved LC, approved i140, but i485 pending too long to wait.
can B apply for new i140 anf i485 for themselves under NIW? Thanks.
