office does issue Emergency AP.If your AP application with USCIS is pending,you can walk in the local office and get it at the same day. But it seems they are very strict and you must provide them with evidence that it is really an emergency.

Some guy posted a USCIS guideline on Emergency AP in this forum several days ago. I think you could find it by searching ‘AP'
