What my friend did:

Obtain a fax from a China hospital showing that his grandmother was at an end-stage disease and being monitor in a ICU, dying.(Indeed, his grandmother has already died)

Have a translation service do the translation.

Go to a INS local office, no appointment is required and you even can not find their phone number on the directory.

Get the AP on the same day. That is it.
