回美证问题

05年三月拿到两张回美证
五月到七月回国两月
今天刚回来， 边境移民局收走一张回美证， 另一张被盖章，让我自己保管

请问， 这是否正常？ 我自己是否要做任何申报？
我如果下次回国是否还要想移民局做任何申请？ 拿着被盖章的纸就能回骂？

总之比较晕， 请各位指教， 多谢了
