urgent: 送brother(精神病)回国

Unfortunately my brother has got serious mental problems in US, and I plan to bring him back to China for treatment ASAP. The problem is, he is not following my advice due to his medical conditions. First of all, how to take him into the airplane? Does anybody here have any suggestions? Any legal liabilities? Do I have to rely on police eventually? Thanks for your help!
