It is a little difficult to write your petition if you have not yet presented your achievements or contributions to the public (i.e. conference or publication). As you know, you have to convince of the impact of your work. If you can prove that you have made a significant progress by recommendation letters, you can try it, whatever. In my opinion, you should collect evidences now. It may take a few months. During this period, you may get a publication proof. It seems that NIW approvals will slow down soon.
