they are two separate systems. The form is for registration so USCIS knows at all times where you (as an alien) are. Calling is to change the address with your immegration filing case, so USCIS knows where to contact you regarding your case.

I know it doesn't make sense, but that's the way it is - even departments in the same bureau don't talk to each other. sigh...
