Question about this (I-130)

Read the processing times in CSC, in which that I-130 petition for a permanent resident (not citizen) filing for spouse or child under 21 now are processed with the cases receipt notice date of: 12/22/04. Do this means that as a permanent resident, if I file I-130 for my wife (new married) inside China and she could come USA joining me within a few months (or less a year)?
