China't travel permit is valid for one year. If child stays in China after one year, the travel permit is expired and is not asked to renew, but instead the child is required to get a temporary 户口 from local police department 公安局.

When the child leaves China later, he/she simply gets a leaving card 出境卡 from local police department 公安局 in China to go abroad.

The child holds a US passport with a China travel permit. Child with China passport is a China citizen and is not given China travel permit, because passport already covers the function of a travel permit.

If a child has a US passport, he/she doesn't need to go for a US visa or travel permit.

If a child has a China passport, he/she must give up US citenship officially - otherwise China won't admit the China citenship and issue a China passport. In that case, US won't admit the child's US citizenship that has been abandoned already.
