In my opinion, more recomm letters just not enough. You need more independent letters.

In addition to independent letters, you should provide more evidence such as the IMPACTS of your work on national interest and/or your peers' work, new manuscripts, new citaations, email communication with your peers in terms of ypour work, technical help or consultations, new awards, new patents etc. Remember you should stress on your "IMPACTS", not just stress your scientific achievements.

Search the posts by "NIW RFE" or by penname "WorthIt" and you will get the idea about what possible evidence you need to collect to demonstrate you are superior to others in your area.
