Canada immigration questions

If want to immigrate to Canada (I am in US now):
1. How can certify US degree, is US University diploma enough? Is a certification letter from the University enough?
2. For no criminal record in US, can I do the finferprint in canada for US FBI to obtain no criminal record certification? Will a certification letter from local police enough?
