when to apply GC?

Hi, I applied H1B, start date is the end of this year.

my question is when can I sumbit GC application? Can I submit application befo
re H1B start date (when I am using OPT)? or should I wait until H1B start? (
will apply under EB1B outstanding researcher and labor certificate EB2)
