加拿大移民问题

本人正在申请加拿大移民, 刚收到第二封信, 要求体检，提供无犯罪公证和其他材料．请问Right of Permanent Resident Fee也必须一起付吗？还是等收到第三封信后再付登陆费？ 多谢指教.
