You should apply for F2, rather than B2. It's quite impossible that VO would change your F2 application to B2, probably you applied for a B2 visa in Ottwa.

F2 is not allowed to work, so you don't need a job offer. Of course, if you could get a job offer, you may apply for H1b instead of F2.
