Can I apply GC thru EB2?

Maybe a silly question here, new hand.

My position need master degree, can I apply for GC thru EB2? I just know EB3 need to "pai qi" while EB2 doesn't, so generally EB2 is better than EB3, right?

Then why some guys use EB3 instead of EB2? Their position don't need master? But almost all Chinese guys have master degree ya!
