Hong Kong people 'want to leave the city'

Nov. 16 2009 - 07:05 am

If wishes of adult people around the world are to be followed, developed countries will be too crowded while developing countries become no man's land. This unsurprising finding was taken from Gallup's Potential Net Migration Index survey results which involved 260,000 adults from 135 countries. About 700 million people worldwide want to migrate permanently.

The Potential Net Migration Index is the estimated number of adults who would like to move permanently out of a country subtracted from the estimated number who would like to move into it, as a proportion of the total adult population. So if one million people want to move to Hong Kong and two million want to leave Hong Kong, divide that difference with the total population of the Special Administrative Region and you get the index value.

At minus 15% rating, Hong Kong is grouped with Brazil, Iraq, Hungary and Mexico, territories where more people want to leave than migrate to. This appears that Hong Kong isn't as appealing as the constant attempts by illegal immigrants that flock from China would indicate. Singapore, New Zealand, Canada and Australia appear to be the most sought after countries for immigrants. For Hong Kong, immigration consultants handled more applications from Hongkongers who want to emigrate to other countries than from immigrants coming from elsewhere. I am not sure if the survey took account that there are 150 immigrants from mainland China allowed to settle in Hong Kong every day.

Hong Kong has limited opportunities for immigrants and some requirements for expatriates are often difficult to obtain. The city has the Quality Migrant Admission Scheme aimed at attracting foreign talent. So far, popular athletes and entertainers like Yundi Li, Zhang Ziyi and Tang Wei have taken advantage of the move without necessarily living in Hong Kong. Also, the capital investment entrant scheme, which grants residence to applicants who possess at least 6.5 million Hong Kong dollars in property value or stocks has so far been able to accommodate 15,000 capitalists and family members.

The drive to leave Hong Kong remains even at a much lower number (about 11,000 a year) than in the 90s (up to 90,000). Pollution, overcrowding, racial discrimination and cost of living are among the deterring factors both locals and potential immigrants have to deal with. However, to me and my young family, this is home.
