I think in clinical practice the majority of doctors will not

put patients on statins just based on this one number, regardless of the patient's age.  

However over treatment does exist.  Studies like this came about because of the emerging awareness about the dangers of over treatment.  I tend to look at this kind of research including the new classification of indolent thyroid cancer in a very positive light.
