Curb consult is not proper

The way he approached the second Chinese doctor is best described as "Curb consult".  The doctor has no obligation to help him as he did not establish a patient-physicain relationship. Giving advice you have no knowledge is not only unethical, but can be illegal as in the case of white doctor.
