About Down syndrome test, please help!

My friend in China did the Down syndrome tests at her 19th week and 21st week, here are the values she got:

19th: AFP: 67.35 ug/l, HCG: 20063.26 IU/L. The doctor said the risk of the baby to have Down syndrome is high.

On her 21st week, my friend went to another hospital and did another Down syndrome test:
21st: AFP: 73.33 ug/l, HCG: 13090.08 IU/L. The doctor said it was normal.

She felt very worried about it. If anyone here happens to know these two values, please help to interperate them. Thank you very much!
