It is called tympanic membrane tube. Other names for the same thing includes myringotomy tube, tympanostomy tube, ear tube, etc. It is a simple procedure.

When otitis media can't be controled by antibiotics or if there is too much secretion/fluid in the middle ear cavity, in US it is common to put a tube through the tympanic membrane (ear drum, sorry can't type chinese) to drain those fluid. Correctly done, there should be no complication. I do not know how much they charge for self pay patient (typically higher than with insurance). But I would try aggressive conservative antibiotic first after seen a pediatrician.
