for non-cap H1 trandfer to cap H1, things are different: (1) receipt ok only when cap-H1 quota is available; (2) if cap-H1 quota is unavailable, can work upon receipt notice but must stop once quota-H1 is approved, resumes work only when quota-Hi is effective (usually 10/1).
