h1b fraud prevention and dete

My application for H1B (expediate processing) extension was returned. The reason is that my employer didn;t pay the $500 fraud preventaion and detecyion fee. What the hell is going on? Based on what I saw from the website, this 'Fraud prevention and detection fee only applies to new H1-B. anybody has the same experience?
