Yes, but you must notify both visa officer and INS officer at the entry port so that they can make a note on your visa and I-94 stating that you are intending to change your status in US.
Problem is that immigration tendency is not allowed for B2 but not for H1b. It might be harder to get B2 visa based on this issue.
