there is latest memo from William Yates dated April 24, 2003.The memo just mentions that LC filing has passed over 365 days, u are qaulified for H!B extension . But it indicates that USCIS needs DOL's document notifying the employer.

Therefore, the question is if your LC is approved, will DOL issuse this document???
