Q. of H1B Tax Treaty Exemption

My OPT will be expired next January followed by my effective H1B visa working as a postdoctor on campus. Am I still eligible for filing next year's IRS form 8233, exemption from withholding on compensation for independent service? A treaty between U.S.A and P.R.China ($5000).
