Urgent: H1B holder apply F-1?

I was laid off 9 days ago, my employer told me they have noticed INS, and theg gave me an e-ticket to China. I was told I had 10 days grace period before change to other valid status. I just figured out I can change to F1. I have several interview soon. I wish I can get an offer within one month. Now, I have I-20 in hand. The dillema is: I can mail the I-20 right now to keep my legal status. What will happen if I get an offer next week? If I take the offer, my new empoyer files another H1B for me again? What INS will do if they receive two status request? any suggestion or experience is greatly appreciate.
