As I found online, three steps are required to complete an H-1B petition.

1. the prevailing wage request is sent and obtained from the State Employment Agency;

What's the meaning for this step? How to do it? Should I file sth. to government agency? I get related info. about minimum salary for my position from Online Wage Library - OES Search Wizard

2.the Labor Condition Application is filed with the Department of Labor;
Question: Should i file any forms or documents at this step?

3. the actual H-1B petition is filed with the USCIS.

Question: Which forms or documents need submit at this step?
