-Depends. If you have been laid off for > 60 days, then your H-1 transfer approval will have no I-94, and thus you need to go to China to get the H-1 visa to come back. But if your new employer files H-1 transfer within 60 days after you were laid off, then your H-1 transfer approval will have I-94 and thus, you do not need to go to China.
或者现在马上申请学校读书，转F1,要回国签F1还是可以在美国境内申请转F1？
-Same principle as the H-1 transfer I explained above, i.e. depends on whether the F-1 application is filed within or more than 60 days after you were laid off.
